The legal basis for Liechtenstein’s activities in the humanitarian and development area is the Act on International Humanitarian Cooperation and Development (IHCD Act) (PDF, 23.20 KB) which was adopted by Parliament on 26 April 2007 and entered into force on 29 June 2007.
Official Development Assistance (ODA)
Official Development Assistance (ODA) encompasses all disbursements of a State for its humanitarian and development cooperation according to the criteria of the Organization for Economic Co-operation and Development (OECD). To compare ODA among States, an indicator is commonly used to measure ODA as a percentage of gross national income (GNI) of a given State. The international ODA target confirmed in the Millennium Development Goals is 0.7%.
To achieve this goal in Liechtenstein, resources for ODA have been nearly doubled by the Government since 2000. While ODA was 0.32% of GNI in 2000 and 0.43% in 2006, it will exceed the 0.6% threshold in 2009 already, so that the target can be achieved in 2010.
