To preserve the homogeneity of the Single Market, each country wanting to join the EU must also become a member of the European Economic Area (EEA) (article 128 EEA Agreement).

Since entry into force of the Agreement on the European Economic Area (EEA Agreement) for Liechtenstein on 1 January 1994, the EEA has grown to a total of 30 EEA Member States (27 EU Member States and the three EEA/EFTA States, Liechtenstein, Iceland, and Norway) with the accession of Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, and Slovenia on 1 May 2004 and the accession of Bulgaria and Romania on 1 August 2007.
