According to the Constitution, "Government business shall
be dealt with partly on a collegial basis and party on a portfolio basis". The most important responsibility
of each Minister is to participate in the Government and the Administration of the country, in the framework
of the Government meetings. Each Minister is assigned certain responsibilities by portfolio. These responsibilities
include the preparation and supervision of individual Government tasks. Government
business is currently divided among 15 Ministries. Once a new Government is formed, Ministries are distributed
according to a portfolio schedule. The assignment of responsibilities is concurrent with the assignment
of Government offices, Commissions, and Advisory Councils. The Ministers issue instructions and are
the supervisors of the civil servants and Government employees. - Ministry
